Water Rats

When a doctor's car plunges into the harbour, the Nemesis is first to respond and Gavin's new partner, Matthew Quinn, dives into the water to pull the man from his car, too late to save him.

Detectives find a woman bound and gagged aboard a yacht. She says she is the victim of a stalker, but her paranoid claims have Jack wondering if perhaps she is not making it all up.
