Die Berlin-Blockade endet, doch die doppelte Staatsgründung zerreißt die Stadt immer mehr. Zehntausende Berliner werden zu Grenzgängern zwischen Ost und West. Während der Westen auf dem Weg ins Wirtschaftswunder ist, kämpfen die Menschen im Osten für Veränderung. Auch die Jugend ist im Aufbruch und eine Bauausstellung zeigt den West-Berlinern, was morgen schon möglich ist.
Die 60er Jahre in Berlin sind geprägt vom Mauerbau und dem neuen Alltag im Schatten der Mauer. Es ist außerdem ein Jahrzehnt der Veränderung und Gegensätze: Heintje und die Beatles, Kennedy-Besuch und Chruschtschow, Minirock und lange Haare, Studentenunruhen und Prager Frühling. Das Gesicht der Stadt verändert sich gewaltig, denn sowohl im Westen als auch im Osten herrscht ein Bauboom.
In den 70ern ist Berlin eine Stadt im Wandel. Hippies inspirieren mit ihren Gewändern die Maximode. In Ostberlin wird der Palast der Republik eröffnet. Mit schrillen Farben und seichten Sounds lockt die Discowelle Teenager in die Tanzschulen und David Bowies "Heroes" wird zum legendärsten Lied über die Mauer. Doch am Horizont erscheint eine neue Krise: das Wettrüsten. Und Berlin ist mittendrin.
Im Berlin der 80er geben sich Popper, Punks und New Waver ein Stelldichein, während sich auf der Prachtmeile Ku'damm Freaks, Rocker und Peepshows breitmachen. In Moskau kommt Gorbatschow an die Macht und in Ostberlin wächst eine Hoffnung. Sie lautet "Glasnost" und "Perestroika". Berlin wird 750 Jahre alt – Jubel und Trubel auf beiden Seiten. Und am 9. November 1989 wird das Unmögliche möglich.
Die Mauer fällt, Deutschland und Berlin werden wiedervereint. Jetzt wächst zusammen, was zusammengehört – oder etwa nicht? Die neue alte Hauptstadt wird Werkstatt der Einheit und Spielwiese für Künstler und Partygänger. Die Menschen in den Westbezirken stöhnen, weil ihnen die Berlin-Zulage gestrichen wird, während im Osten die Lebenshaltungskosten auf Westniveau steigen, die Löhne jedoch nicht.
